Lebanese authorities have opened an investigation into how Mihrac Ural, also known as Ali Kayali, was taken from Mansourieh in Lebanon to Syria. The case has drawn attention because Syrian officials and Lebanese judicial sources have described different sequences of events.
What do the two accounts say?
Syria’s General Intelligence Service said Ural was detained while trying to flee across the Syrian border. Lebanese judicial officials, cited by the Associated Press, said Ural had been living in Mansourieh and that prosecutors were examining whether he was taken to the Syrian Embassy near Beirut or transferred directly to Syria after being picked up. Investigators were also reviewing telecommunications data. The public record does not yet resolve where or how the handover took place.
Why is Mihrac Ural’s case drawing attention?
Ural, born in Türkiye and known in Syria as Ali Kayali, was associated with the former Assad-era militia network. Syrian authorities have accused him of involvement in killings in Baniyas in 2013. In Türkiye, he has been sought in connection with the 2013 Reyhanli bombings. These are allegations and investigative claims; this article does not present them as court findings.
The immediate question is jurisdiction: whether the transfer complied with Lebanese law and what role, if any, different authorities played. Lebanon’s inquiry is ongoing, and both governments’ public statements may change as investigators release findings.
